1988 - 2003

1988-2003 is a wallpaper designed to mimic 1990’s interior trends. The tiny text in the design is from Section 28, an amendment to the Local Government Act 1988 that banned local authorities and schools from “promoting” homosexuality. It remained in legislation in Scotland until 2000 and the rest of the United Kingdom until 2003. For teachers and educators, this meant they could not condone, support or even acknowledge homosexuality. Section 28 created a backdrop of silence and confusion for an entire generation of school children.
